General Statement of Job
Under occasional supervision, inspects private and public
construction within a public right-of-way or easement to ensure
compliance with legal regulations and construction specifications.
Receives and responds to public inquiries, concerns and complaints
pertaining to construction projects. Performs related technical and
administrative work as required. Reports to the Construction
Manager.
Specific Duties and Responsibilities
Essential Functions:
Inspects private and public construction within a public
right-of-way or easement to ensure compliance with legal
regulations and construction specifications. Inspects driveways,
sidewalks, drainage systems, erosion control systems, and storm
pipes.
Inspects water, sewer, streets, curbs, gutters, sidewalks,
driveways, erosion control systems, storm pipes, storm drainage,
and related construction. Inspects and measures materials used in
construction.
Notifies contractors of deviations and errors.
Reviews project plans, specifications and quantities for accuracy.
Provides compliance documentation for federally funded
projects.
Reviews change orders, requests for payments, change directives,
field and plan conflicts and prepares recommendations as
necessary.
Reviews soil reports; directs soil testing.
Reviews maintenance of traffic operations, OSHA requirements and
other safety operations.
Establishes and maintains accurate and up-to-date project records;
prepares required reports. Ensures that all reports and required
records are complete and in compliance with project plans and
specifications.
Coordinates activities between the contractor, property owners and
utility companies.
Receives and responds to inquiries, concerns and complaints from
City employees, agencies, and the general public regarding
department activities and projects.
Interacts with the public and various contractors, private entities
as well as multiple public agencies on behalf of city officials,
which involves various tasks such as contacting, scheduling,
reporting, and resolving both technical and non-technical
issues.
Minimum Education and Training
Requires a high school diploma or GED equivalent supplemented by
five 3 to 5 years of experience in construction related to Public
Works & Private Development projects, such as grading, paving,
sidewalk construction, trails, and stormwater, or an equivalent
combination of education, training and experience that provides the
required knowledge, skills and abilities. Must possess and maintain
a valid state of Florida driver's license. Must possess or obtain
the most current FEMA 100, 200, and 700 Incident Command System
certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has knowledge of the methods, procedures and policies of the Public
Works and Engineering Department as they pertain to the performance
of duties of the Construction Inspector. Has knowledge of the
organization of the Department and of related departments and
agencies. Is knowledgeable in the laws, ordinances, standards and
regulations pertaining to the specific duties and responsibilities
of the position. Has working knowledge in the areas of civil
engineering and construction as applied to municipal public works
projects and programs. Has thorough knowledge of related equipment,
tools and materials. Has thorough knowledge of all applicable codes
and regulations, and is able to ensure compliance with such in all
department projects.
Has the ability to plan and coordinate the most effective use of
resources to achieve department goals. Has the ability to offer
assistance to co-workers and employees of other departments as
required. Is able to take the initiative to complete the duties of
the position without the need of direct supervision. Has the
ability to plan, organize and prioritize daily assignments and work
activities. Has the ability to learn and utilize new skills and
information to improve job performance and efficiency. Is able to
read and interpret technical materials pertaining to the
responsibilities of the job. Is able to assemble and analyze
information and make written reports and records in a concise,
clear and effective manner. Has knowledge of the terminology and
various professional languages used within the department.
Knows how to maintain effective relationships with personnel of
other departments, professionals and members of the public through
contact and cooperation. Has the ability to communicate
professionally in confrontational situations.
Has thorough knowledge of proper English usage, vocabulary,
spelling and basic mathematics. Has knowledge of and skill in the
use of computers. Has knowledge of applicable occupational hazards
and safety precautions.
Is able to perform duties in occasionally uncomfortable or
hazardous conditions during site inspections, including extreme
heat or cold, noise, dust, odors, smoke, machinery hazards,
wetness, humidity, confined spaces, etc. Knows how to react calmly
and quickly in emergency situations.
Basic survey knowledge. Basic ability to identify differing soils
and materials used in roadway construction.
Physical Requirements:
Must be physically able to operate a variety of machines and
equipment including a computer, telephone, calculator, hand tools,
etc. Tasks involve the regular and at times sustained performance
of moderately physically demanding work, typically involving some
combination of climbing and balancing, entering confined spaces,
stooping, kneeling, crouching, and crawling, and that may involve
the lifting, carrying, pushing and/or pulling of moderately heavy
objects and materials (20-50 pounds).
Responsibilities:
Maintains high standards of accuracy in exercising duties and
responsibilities. Exercises immediate remedial action to correct
any quality deficiencies that occur in areas of responsibility.
Maintains high quality communication and interaction with internal
and external entities with whom the position interacts.
Performs described Essential Functions and related assignments
efficiently and effectively in order to produce quantity of work
which consistently meets established standards and
expectations.
Assumes responsibility for completing assigned work. Completes
assigned work within deadlines in accordance with directives,
policy, standards and prescribed procedures. Maintains
accountability for assigned responsibilities in the technical,
human and conceptual areas.
Exercises analytical judgment in areas of responsibility.
Identifies issues or situations as they occur and specifies
decision objectives. Identifies or assists in identifying
alternative solutions to issues or situations. Implements decisions
in accordance with prescribed and effective policies and procedures
and with a minimum of errors. Seeks expert or experienced advice
where appropriate and researches issues, situations and
alternatives before exercising judgment.
Working Conditions:
Works in an office environment and outdoors in all types of
weather.
